If I were to guess, it's probably a Clone with Cybernetic Enhancements, likely in the prototype stage for the Phase 1 Dark Troopers. The neck area of his suit seemed attached to him in some way. He's probably stuck in that suit with the only removable part being his helmet.

i like how we now can have three perspectives of different bad batch stories. Crosshair in the empire, cody rex and echo outside, and the rest of the batch could figure out what to do. What does each individual want? Are they tired of random sid missions?

My gut is telling me that Filoni is tying back to Crosshair and the work they did on his chip. Best guess? They did indeed take his chip out and used it to work on the chips of other clones & then went through a wiping process to "clean" them.
