About the question of whether false hope is better than no hope, I heard it explained to me from some movie or TV show a long time ago, I think, that there is no such thing as "false hope". There's is just hope and no hope because hope is not contingent upon success of what you're hoping for. Once the thing happens (or doesn't happen) there is no need for hope. You only have hope before the result. Before the result, hope opens up opportunities and possibilities that hopelessness doesn't.

I gave it a 7 'cause they were able to be convinced and shut down by Superman. Speaking of, I asked the same thing that "Aren't those people asking, 'Why is Superman here in this town?'" It could be explained though that this is where Ally attacked and he lost his powers, so he was powerless here and he didn't leave. I did ask though, "Who drove Superman here to the town hall?"

Assuming ten indicates abject stupidity and one means subject to hysteria and confusion, I say one. I will say this for the folks of Smallville, they did not seem to be consumed by tribalism and other forms of conformity bias. They appear to accept diversity in their population. Although upset that they were again subject to otherworldly villainy, they did not reject a reasonable explanation when offered one out of hand and they were willing to listen to reason. Or whatever passes for reason on a superhero show.
