Keep in mind that while sexual harassment does mostly denote harassment by physical sexual means (sexual innuendos and jokes, non-consensual touching, holding someone's job over their head in exchange for sexual acts/favors, etc.), its also means harassment because of that person's sex (in this case, female).

How males and females are treated on weight issues are vastly different and your personal experience as a guy being called out for eating too much is going to be very different from a woman's.

As a guy, I've also had my weight, and food habits commented on like this, I wouldn't say it was sexual harassment. You're saying he was saying that because he viewed her sexually, but that isn't how I saw it. I saw it as an adult telling a child they should be watching what they eat. The only reason you don't see him talking about that to naruto, is because naruto had the nine tails in him which you can assume takes a lot of energy, hence the calories he takes in. But again. I don't think it was sexual harassment.

Does he also tell that to Naruto who eats a mountain of ramen each episode? The idea is that women/girls often get slack for what they eat or don't eat versus men/boys and that honestly... he had no business commenting on what she eats.

About the naruto episode. How was what kakashi said to sakura, sexual harassment? Wasn't he just mentioning if she kept eating them outside of an emergency, she'll get fat. π€
