There's a common class/mechanic in games usually known as "berserker" where you do more damage based on how much health you're missing. Metal Bat seems to be a direct reference to that. I think he was down to 1hp or something at the end of that fight lol. That's why he was about to mess up Garou, and also why that slap from his sister knocked him out!

I think the martial artists might be looking down on heroes because heroes are fighting mainly untrained thugs or strong monsters with no real technique, just a killer move or something. The level of the heroes enemies is being questioned, therefore the fortitude of the heroes is also under question. If they were really strong they would pit themselves against equally strong, highly trained opponents. I think that's the general vibe among the martial artists, but it's just my guess.
