Ow no the people become restless spirits. The restless spirits become obsessed and then turn into yokai. Was explained in the acrobat hair yokai thingy.

It's a little confusing to me how the yokai situation works, but the way I see it, when these people were alive they had a very strong attachment to someone or something and, when they die, their attachment makes their souls stay and become a twisted version of their own will, making them into cursed beings. So, I guess granny and evil eye are not on anyone's side but their own while still showing some hints of their original selves.
