That's what the fashion is in Saengor. The extra length of the lacy fabric can be used to cover the hair and face if a lady is feeling particularly dainty. Otherwise it is slung over the arms.
Kelu will get a chance to try dressing up in Southern clothes but she just kinda ends up looking like a hooker because these clothes weren't designed with tall, overly-busty girls in mind.

VERY elegant!!! And, poor Kelu!! Well, she can't wrestle dragons in those clothes, anyway, so probably better if she cribs her own fashion between the two styles. She can do it!!!
