In less than 48 hours she's had to consider marrying him as a way to stop a senseless slaughter between their peoples. And as explained earlier, for her marriage is far more serious than being monogamous lovers or having and raising children together. And she'd probably have to live in the imperial city. She likes him, but maybe the prospect of finding a reason why they can't marry, or why it would be morally wrong for them to marry, is not a bad thing from her perspective. I think she would consider it wrong to see him forced into a marriage where he has to split years in hell with her, for political reasons, when he is already in love with someone else.
