I think on Meshmixer you can do as follows: - Import the character model or body part into Meshmixer - Then go to File -> Import - Click Append - Select the pubic hair piece of your preference - Now select the pubic hair in Meshmixer - Go to Edit in the side panel - Click Transform and use the gizmo to place the pubic hair piece where you want it - Click on the main character part again - Shift + Click on the pubic hair piece (this will allow you to select both parts at once) - A menu will show up - Click Combine - Now go to File -> Export - Save it as a .stl file Well, this is how it shows on my version of Meshmixer, but the core of the editing process is basically just importing both objects in the same scene, then placing them in the right place and exporting them as a single piece. I hope this helps.

My version of Windows is too old to run 3D Builder. What steps would I have to perform in order to merge these files with various "body" stl files in Meshmixer?

That was mostly my fault. I had announced this project here, but then I closed it on Discord, without ever giving it a proper release besides a Dropbox link. It's a shame I took this long to update everybody on the project's completion.
