It's not Vegeta's own selfish pride like when he spared Cell, Vegeta is pissed that Frost dishonorably defeated two of his comrades by cheating and just hates what Frost stands for in general. Piccolo even approved of it because he knows Vegeta wants to give him his just desserts for what he did to them and to his universe. He wants to beat his ass on principal. You can call it stupid, but it's for an honorable reason. Also, like you said there is zero chance Vegeta loses.

I don't think it's ever explicitly stated but since Piccolo can create his own clothes I imagine he's been upping the weight as he gets used to it and stronger overall. You'll see examples of this in OG Dragon Ball so it's a given that this is the case by Super. Also, just think to the crazy weighted clothes that Goku and Vegeta were wearing when they trained with Whis when they met Champa compared to the weighted blue clothes he took off when he fought Raditz at the beginning of Z

Frost is definitely worse but not on the evil front, I'd say him and Frieza are the same level there. It's that Frost is weaker than Frieza so he has to be more conniving by playing the good guy to cover up his weaknesses. Frost is the b***h-boi version of Frieza
