This is anime canon, its still considered filler due to it not being part of a specific arc but yea its considered canon.

yeah remember during the Universe 6 vs Universe 7 tournament when Goku asked Beerus and Champa for all rules to be lifted and killing should be allowed so that Hit could use all his techniques including the lethal ones, yeah this is exactly how it would have went down if they continued their match with the new rules

Technically everything is anime canon, since nothing in Super is being adapted from a manga. Super's manga started after the anime did, and more or less tells the story of the arcs differently than the anime (or in the case of RoF, doesn't tell them at all), with the only similarity being the arcs themselves. Also, my god, I remember the absolute meltdown people had over the "donuts" line, it was ridiculous.
