Аll of the dinosaur devil fruits are just considered to be a model of some sort of base "dragon-dragon fruit." Kaido's devil fruit, confusingly, is actually not part of that group.

As it been said when Luffy got to Udon. Kaido put him there to break his will to fight against him, but instead to fight for him. So kaido wanted more power basically. If he gives luffy to linlin, it'd be defeat his purpose to imprisoned luffy instead of killing him.

It's funny that Jack keeps getting confused on this but these dinosaur fruits are not dragons. They're just regular ol' dinosaurs. In one piece the actual dragon fruits are variants of the fish fish fruit (eastern dragons are said to descend from fish and not lizards), and the dragon dragon fruits are all ancient type dinosaur models.
