I know she is but most people weren't such big fans of her, especially when the chapters were coming out weekly. Maybe it's just the individuals I come across online. Kind of a similar vein with Big Mom, most people don't necessarily like her as a Yonkou. I personally love how Oda chose to go with "a spoiled child with a monster's body/strength" for her.
