I think something that needs to be pointed out is that when Zoro used Ashura on Kaido, Kaido realized he had conquerors because he unwillingly infused his attack with conquerors. That's the power of Enma, it doesn't have "Odens Haki" like some people think or whatever, it just pulls all your haki and I am assuming if you don't have conquerors that's when you can't use enma.

When you look at her backstory it makes sense, since she never progressed from that moment on after eating the orphanage.
