I think you got one thing mixed up. Soul Reapers don't choose where they send a soul (Soul Society or Hell), it is automatic from Rukia's perspective. There are two opposing ways souls pass on. There is the Konso, which is the ceremony where Soul Reaper's tap the base of the sword to a deceased person's forehead, and then there is the slaying of hollows. They have the same end result of sending the soul to Soul Society, which is the afterlife. When a Soul Reaper kills a hollow, it cleanses the soul and sends it to Soul Society. However, if the hollow committed sins while they were alive then they are instead automatically sent to hell. Rukia did not decide that he deserved to go to hell... it was decided automatically via unknown means. We don't really know how bad their crimes have to be, but it is probably similar criteria to what crimes we would expect someone to go to Hell for IRL.
