Jack, the government disbanded the Warlords bc they have the minds and "freedom" to do whatever they want, and it proved time and time again that they can't fully control them. The reason why they made all of the seraphims from the warlords is bc they want to erase their minds so they can fully control them, and even stronger bc they are basically machines, like Sanji's brother. No fear, no desires, only orders.
