In my mind it wasn't strategy because she genuinely wanted to save the doctor because she loves him. And yes she trusted he would reverse it after but that doesn't make it a strategic move. The move was entirely based on saving him. If anything the move was bad strategically because at this point the monks already lost their world ending event. The only person still at risk was the Doctor.

What I don't get was why Bill consent wasn't considered strategy. she flat out told the doctor that she is doing it, trusting that he would undo the repercussions later.

The UN often has to acquire/commandeer vehicles in foreign countries. They apply the decals that are easy to recognize by non-English speakers so friendlies wont shoot at them... course that makes them targets for the not-so friendlies.

My favorite end of the world thing is "The World's End" from The Sandman. It's an inn at the edge of the universe where people are sharing stories as the universe shifts around them like Canterbury Tales

"__ at the End of the World"— I don't know how many episodes use that phrasing in their title, but the draw of it is obvious enough. Decades ago, CS Lewis noted he'd seen a story title "The Well at the End of the World" and observed that the problem was no conceivable story could live up to such a title.
