Interestingly Voord were pushed by the producers as the next big thing after the Daleks though they mostly ended up being forgotten except for a 6th Doctor comic from 1987 witch showed the voord evolving into Cybermen something hinted at in the tv series with the Doctor listening Marinus as one of the places that Cybermen emerged. They also had a brief revival in 2014 being a big part of the 4 Doctors Comic with the 10th, 11th and 12th Doctors and appearing in 2 big finish one with the 8th Doctor and one with the 1st Doctor.

I don't think Sabetha was criticizing Barbara's choice, I think the "it was a terrible choice" line was about how difficult it was to choose between terrible alternatives. On Yartek's plan: way back in the first episode, Arbitan mentioned the Voord had managed to become immune to the machine. He had modified it to affect them as well, but presumably if they were in control of it they could revert to the previous settings, controlling everyone else on the planet while remaining free themselves: thus rulers of the planet.
