I think the thing with Starbuck's seeming turnaround was more based on the fact that she had a job - find the bomb. She became as inhuman as she deemed necessary to accomplish that task and when it was revealed there was no bomb, her job was over and she was more reacting as herself. I'm sure she went through an internal journey as well, but when she was acting as the interrogator, she couldn't show it, and thus we didn't see it at the time.

Waterboarding became a thing in 2004 when it was reported to have been deemed an acceptable method to interrogate Al Qaeda prisoners who participated in 9/11. Nobody knew at that time if there were more traitors and saboteurs hiding among the general population, planning another attack. They could look like anyone... This episode scared the hell out of me when it first aired. Not in an abstract sci-fi storytelling way, more like a "get ready for the next Twin Towers / Pentagon, it could come any time, anywhere" kind of way. Those were dark days.
