1 - This is the "if you didn't like O'Brien before, you should love him now!" episode. The way he befriends Tosk and his ultimate solution is different from how say, Picard or almost anyone else would have handled it. 2 - Yeah, Quark's a scumbag. (the Ferengi episodes on this show are all the ones I dislike the most) It's more damning of the writers that it was just a throwaway scene, and not even really addressed as a storypoint. (sign of the times) I wonder if it was included to align with his antecedent -- Renault from "Casablanca" where he coerced sexual favors in exchange for visas. (which he described as "his love life") Another "corrupt small fry who abuses what little power they have at every turn" that the film wants us to like, because they side with the good guys sometimes. They're trying to paint the picture of a shady guy where we're supposed to feel unsure about his allegiance/morals, and for the writers this simply puts him in the grey, whereas I think a lot more people nowadays find his actions irredeemable.

I think the word you're looking for is chamomile ;) The main clause of the Prime Directive is you can't interfere with other cultures. But the lesser known sub clause is: if you do (accidentally, of course), you have to make it right. It's similar to the rules on Time Travel - "don't (unless you have a really good reason)." I love how often Deep Space Nine takes interrogates the ideals of the Federation. Those are often the best episodes of Star Trek, overall. Next episode, game night goes awry when they discover some of the Scrabble tiles have gone missing.
