I definitely think Lady Featherington meant everything she said to Penelope. I think she had spent her whole life trying to ensure that her girls have more than she did, and if course she wants to be taken care of, that's what would have happened at this time, Colin will be the one to provide for Lady Featherington now that she's a widow. However I do agree that she does want to maintain her status, of course.
