There was a clear quantity over quality mindset when adding wenches. I don't think they need to be as fleshed out as much as you're asking for, and I think the books describing the first set of wenches was a good step in the right direction. Maybe those just need more pages, or there can be more books (maybe near where you find the them imprisoned? maybe with a few more sexy pics?) to flesh out their character, much like the Elder Scrolls itself does.

I don't like how the 5 wenches (cathryne, celia etc.) are handled with. I don't know if that's planned, but I would like to have some quests regarding them and their backstories in the future. Now they just feel like empty NPCs. It doesn't have to be as detailed as Ashra's and Yuri's for example, but at least something more than just saving them. Maybe even a little affection/dialogue system if that's possible, depending on how you treat them when their quests are persued; for example, treat Cathryne in a way so her masochism is fulfilled and she'll grow more attached to you. Just so every wench just gets a little more personality, you know?
