Yep, it is about how strong he is for arriving so fast and uninjured. Hinata's team also arrived verrry fast and completed the test, but the sand kids were insanely fast at completing the exam in under 2h, hence the proctors' surprise and why nobody else was there. There are still more than 4 days left of the exam by the time they arrived. Also yes, all 3 sand kids are siblings. Good luck guessing which one is the oldest of them.

Naruto has been passed out since the fight with Orochimaru, what you remember of him waking up was Sakura's dream. When Tenten says that Lee would have won if he was alone, she means that part of his concentration was dedicated to protect Sakura, without her there he would have been able to fight without distractions.
