I think in Japan, romantic relationships between cousins is more accepted as in other countries (even though is legal to marry first cousins in most of the world) and is not viewed as incestuous. The trope of romance between cousins in anime is not unusual it is viewed like the trope as "Girl next door" or "Childhood friends", I haven't watched much anime with this trope besides this and Elfen Lied, so romance between Chisa and Iori is possible even if they are cousins... Btw just caught up to you in watching this anime so I'm really talking from what I've seen so far so I don't really know if it is going to take that route...
