it depends! for my comics i usually do a mostly clean lineart where i can just use the bucket tool and put all the colors easily, but for pieces like this one that are more "full rendered" or "painted style" lets say, i like to have the liberty to block the color first, change it as i want, render it a bit and then have a "lineart" that is still just a guide and i can keep painting over it, also most of this if not all by the end is in one layer. i think rather than complicated it gives me freedom to experiment in this style, hopefully that made sense! 😭

I don't know how others but I do it a different way, when Im coloring I first do "final" outline and then color, and my question is, doesn't that make ir more complicated? (It’s amazing!!)
