Powder suffered from severe attachment disorder/separation anxiety. Plus having to grow up too fast in their living situation. Also, Vi was only 15 and Powder about 11. Vi made mistakes too. She was impulsive and punches first and asks questions later. But they were dealing with difficult situations and she had a sister who was smart but clearly already had a lot of trauma from losing their parents but in a different way than Vi did, which was all fueled by rage
