No, they’re not running constantly. The throttle controls where a wire from the bead receptacle touches one of the bound tool cores. Neutral, the wire touches nothing. First setting, the wire touches one of the forward setting cores, second setting it touches two, etc. The binding only activates when imbuement from the bead passes through it from the wire. So no, they’re not all running constantly. That was the old system with the tubes.

The throttle control system they used before was based on tubes that allowed water to flow through one to three drivers to control the thrust and an extra setting that reversed the flow direction. They seem to have used a similar but worse setup now. Lori made 4 bound tools with 3 used for 3 settings of forward thrust and 1 for reverse. But then the control is still a wooden throttle. That means that all 4 are running constantly with which ones have outlets controlled by the throttle stick. Now that they're using bound tools though that means they're using up beads constantly. Instead they should just have 4 bead receptacles that they can place and remove the beads from with the drivers always accessing the water. Then they could add or remove beads to control the throttle while reducing their bead consumption dramatically. Likewise bound tool cores are useful even for things that Lori powers by imbuement because it means the bindings she sets up don't disintegrate if she forgets to power them regularly. And she can leave ones that don't necessarily always need to be on inactive. She can imbue them if they're needed or they can be powered by a bead in an emergency.
