Shana has some ways to mitigate trying to steal production. All food is organic after all, and she can pick out that life, so rather than use the 'have thugs manhandle guy X', public shaming him for stealing from everyone is an option by simply having him turn out his pockets. As to Yhal, he's in a transition period. The way her interacts with Rian has changed because.. well, why would it? It has no in-story reason to change yet. But notice he's being very deliberate about thinking of Shana AS a Dungeon Binder now.

Honestly, Shana is really bad at this. It's not her fault, she's using Lori as a role model, but this is how you get rebellion, and I'm on the side of the rebels here. Lori has buy in from her people, and they are willing to accept her because of her actions, but while Shana has some support, it's definitely not as strong as Lori has, and now she has to deal with an influx of population which will exacerbate the problem. Not all rebellion need be open - people can start to hide small portions of what they produce, and assigning people as guards/overseers is just a huge loss in productivity with the only benefit being authoritarian control. There's a reason that historically smaller communities tend to organize into more egalitarian structures - authoritarianism requires manpower to enforce. Dungeon Binders may be able to exert more force based on their power, but there's a limit. Even Lori, who claims an authoritarian streak, largely leaves her people to their own devices, with a few exceptions. Also, I find the way that Yhal has gone from a relatively conservative leader into an outright idiot to be suspect, in a lot of ways it feels like this arc has fallen into a bit of a rut where the fundamental fallacies of Lori's governing style have been laid bare but the narrative is instead pushing characters into increasingly obtuse positions to satisfy the existing conceit instead of evolving.
