General Joe Colton was a regular character in the G.I. Joe comic book starting from about 1986 till present. Incontinuity he is supposed to represent the 1970s G.I. Joe toys and that there had been a previous G.I. Joe program in the 60s and early 70s represented by the guys who were the original large action figure figures. This storyline for this movie is loosely placed on a Larry Hama arc from the Marvel run combined with a later Larry Hama story angle from the IDW run. ( same continuity) With a lot of talk being about the cartoon, you have to remember that the cartoon was a miniseries of five episodes in 83 and then a mini series of five episodes in 84 and then a regular series and 85 and a second season in 86 and that was it. The comics and file cards on the toys were the primary source for most kids our age ( born in 74). The cartoon ( to us) was a later continuity that came a few years later that we mostly thought were for our younger brothers and sissies! But when the G.I. Joe comic book premiered as a tie in with the toys and the file cards that were all written by the comic writer, Larry Hama , it was one of Marvel‘s number one selling comics 81 to 86 at a time when Marvel was selling an awful lot of comic books. Many months G.I. Joe out sold X-Men , Spider-Man or punisher. The killing of the hard Master and (spoilers ) the person that did it all comes from the comic book.. including storm shadows motivation for serving cobra so that he can find out who the real killer was. So a long story short whenever you watch anything G.I. Joe if it’s something you’d like, it probably came from the comic books and if it’s something that was silly, it came from the cartoon that really didn’t last more than two years. The first movie didn’t know what it wanted to be and other than the snake eyes ninja stuff. It really didn’t follow anything. This movie was a really close. Try to get it really back towards the comic books up to an including Larry Hama as one of the generals!
