Most police utilize 10-33 as “requesting Supervisor” kind of emergency not “someone slipped” kind of emergency. It’s meant to be a catch-all call for when dispatch gets a hang-up call or the caller can’t talk or give a lot of detail. .... I may or may not listen to scanners in my free time.
