Totally up for a photoshoot, the costume looks great without the wig so go for it! I was thinking perhaps you could do a shoot in/near a stream or perhaps on a bridge over a river? Just thinking of my favourite arena in DOA.

I always prefer Style of cosplay over accuracy, And for you, I can DEFINITELY make an exception over another of my favorite Waifus. Location wise? I'd say Any with water since kasumi is supposed to represent Japanese gold fish. Or the usual cherry blossoms if you know of a place?
