Levels are bought so you can be at the previous lvl cap. Whenever a new expansion for an MMO comes out they raise the lvl cap and the new area is meant for the lvl cap player base. If someone buys the new expansion without the lvl boosters then they won't be able to play the expansion (the reason they bought the game in the first place).

This is kinda relatable, sometimes your in a match with people have fancy stuff, but are terrible at the game because they haven't played it for long. (Plays TF2 with a brick)
