To solve the problem you just need panties with side hooks or fasteners! Or skip the panties and go "sans pour autant"... Or the "C Style" that has no straps.

What a tough question! For glamour I would stay under, but if there was a chance for any extracurricular activities I would say over. Nothing drives me wild more than garters and stockings! 💖
