Well in the first series they said it was the spirit of an evil monk that had been trapped inside a tea kettle. Later they said that the monk was instead the first Jinchuriki and that he has trapped Shukaku in a tea kettle.

The Shukaku and Nine Tails weren't related when Gara first appeared as Kishimoto hadn't come up with the idea of the Jinchuriki and other tailed beasts yet. There was an entirely different story as to the origin of Shukaku told in the first series. All of that was retconned to make it one of the tailed beasts and create a further relationship between Naruto and Gara in Shippuden.
