Well, Danzo isn't in a position of authority in the Leaf. The Foundation is a rebel faction of the Leaf's espionage outlet, the ANBU that the Leaf tolerates for the singular purpose that it sometimes does come in handy. However, when you come to learn the level of shit, Danzo is responsible for and how his hard-line stance irreparably crippled the Village, he's hard to sympathize with. Only Tsunade has the final say in the Village. The only one who might be able to overrule her would be the Daimyo of the Land of Fire. Even that would be doubtful because I would assume if that were the case, the Uchiha would have used their genjutsu to manipulate the Elders and Danzo to appeal to the Feudal Lord. Or Fugaku, the leader of the Uchiha and Sasuke's father, would have appealed to the Feudal Lord directly by using the Sharingan to remove any Hhokage suspicious of the Uchiha. They're not betraying the Leaf; they're betraying the faction that is betraying the Leaf, even if it might solve some problems. It would be like if a faction of the armed forces operated independently in defiance of the President. While the armed forces in the United States do have a great deal of autonomy, they cannot defy the commander-in-chief as long as they're acting in service to the Constitution. Even if the faction of the armed forces doing this might eliminate a threat to the US, if a Constitutionally abiding President didn't order it, they would, therefore, be treasonous. Danzo can't even really be considered political opposition because his organization has no veto power and no means to challenge the established order of the Leaf with any legal consequence. At best, Danzo is the leader of a disgruntled, radicalized mercenary group that is allowed to exist based on its occasional usefulness. The Leaf isn't a Democracy or a Republic; the Hokage doesn't have to listen to the Elders, Danzo, their advisors, or, as I suspect, even the Daimyo; they have as much power as the Hokage gives them. Since, from what I can gather, the Leaf has no Constitution or a system of checks and balances that lays out what a Hokage can and cannot do, I would have to assume that anything that the Hokage doesn't directly order is treason. No matter how prudent in deterring threats, efficacy does not outweigh or overrule the established order in any stem. It may be efficacious to order the annexation of North Korea by the South and their allied powers. Still, without the expressed permission of the President and later a formal declaration of war by Congress, the Pentagon can't roll into Pyongyang, even if doing so would save us all a great deal of heartache.

It was mentioned by Mario, but it's not as simple as just go get our little Sasuke back... Its the nuclear powerhouse that is Orochimaru having the body of a pure blood Uchiha and the threat that would entail... Sasuke is the key to the bomb and they want that key back lol.

I just love the way that Naruto circles back in it's own storyline plot points without making it less interesting. the way that Naruto Shippuden does this is just genius. in any other show I've seen that has tried to do this it has failed miserably, Naruto is a one of a kind show in that regard. It just does it so brilliantly.

Actually, naruto is NOT committing treason. Remember Sai's order come from danzo, who is NOT the hokage. Nauto's team's mission came from Tsunade and Danzo Sent Sai on a black ops mission that was never sanctioned. Danzo uses his foundation how he sees fit and doesn't care what his superiors (hokage) think, he intends on protecting the village his own way...even if it's wrong or immoral.
