Kisame is ridiculously strong. That's why he is the tail less tailed beast. He is potentially the strongest member of Akatsuki. To be able to force Guy to open all but the last gate is a testament to Kisame's power.

It's called Nine Tails Chakra Mode. Naruto has only conquered the fox, but has yet to cooperate with it, which theoretically could grant him even more power.

Kisame is the most underrated OP character in Naruto. Most likely because he is always seen with another OP character. He was itachi's partner, which says a lot about him, and his opponents have been Kakashi, Guy, Jiraiya, Killer Bee and the Raikage. He was raised in the blood mist era as a heartless spy. His moves are all insane, and he is almost as powerful as a tailed beast. Also the longest surviving non-founder of the Akatsuki, not counting Zetsu who is some weird Otsutsuki. I watch way too much naruto, i need to get out more.

Normally I believe it’s the Nine Tails “Chakra Mode”. And then it progressively evolves into stage 2. Oh the “Imagine what would happen if he opened the eighth gate”🥲 And I love and hate how they do make strong characters pretty dumb sometimes lol. But here, I suppose it works better than DBZ/DBS. “Super Saiyan Naruto” 😂
