I do think Hiruzen was around…it may not have been constant but I think it was seen in cannon when he would at least visit Naruto and give him a monthly allowance for food and stuff. I could be wrong tho I can’t remember

Even if for what ever reason Hiruzen had to not look after Naruto properly, Hiruzen could have assigned an Anbu member or some other ninja to look after him. Someone to look in on Naruto daily, teach him how to properly take care of himself, teach him money management, make sure he's doing homework, make sure he has enough food in his apartment, etc. Epic fail in my book.
