Isn’t he though? Orochimaru was there when Sasuke was revived during the war and his eye activated. Even the 2nd hokage noticed it

Sasuke is very practical. He every jutsu or dojutsu has its advantages and disadvantages. It's why he uses both the Sharingan and Rinnegan. There are abilities exclusive to Sharingan that the Rinnegan can't perform. Such as Tsukuyomi and Amateratsu. He grew out his left bang to conceal his Rinnegan as it can't deactivate. No one, not even Orochimaru, is aware of his new eye. Only a select few, such as Team 7, are aware of it. Notice Sasuke has forged himself a new katana. His original was lost to the magma of Kaguya's dimension. He can wield it one-handed and has learned to ultilize hand signs with one hand, similar to Haku from OG. He turned down his artificial hand out of his desire to atone.

The ketsurygan was known for its unmatched genjutsu but Sasuke's sharingan is of course not the normal sharingan that the ketsurygan would be measured against.
