I think the people can see the monsters in the beginning, that's why they're panicking, just like they did in the episode with Gojo. This is a mistake made by many reactors, but there is difference between cursed spirits and Mahito's transfigured humans. Regular people can't see cursed spirits, they're invisible to them, but they can see transfigured humans as they're just physical monsters.
