Hm, re reading it now due to a new book and can’t help but wonder how Greengrass and other clever/calculative women are gonna play politics in GoT

You're right in that Lucius was attempting line theft. Before Atlas was revealed, Sirius was assumed either disinherited or otherwise unable to take up the Black lordship. Therefore, everyone thought Draco was to be the next Lord Black. But since he's underage, Lucius was able to take regency of the House on his behalf as his father. It was an illegal regency and probably didn't even hold up to the Goblins (Lucius never got into the Black Vaults) but the Ministry and other Pure-Blood families could be bribed or intimidated to look the other way. That's how Lucius was able to make the original contract. But even then it wasn't valid. The Greengrass half of it was but not the Black half. For that, Narcissa had to sign for House Black after taking up the actual regency with Lucius' death. Sirius was still missing at that point so Narcissa was left to make decisions for House Black. And she went about playing her usual political games and saw a good way to build a stable and potent alliance. She signed the contract, still thinking it was for her son, and it then became valid. By the time Atlas is revealed and takes up the Lordship, the contract is actually legally binding and suddenly, it's directed at him instead of Draco.

I hate to have to point it out, but Malfoy couldn't have made an agreement in the Black families name. As he isn't one, he couldn't have brokered one, especially as he wasn't the lord of the family. So there really wasn't any legally binding contract between the families. If they wanted to make one, they could do that, but there absolutely wouldn't be one if it was negotiated by anyone other than Sirius or his grandfather. It'd be attempted line theft to make an agreement on a family that you aren't the leader of. Which they should have figured out after Atlas was named heir and his father as the previous heir.
