We're doing things a little different this time. 4th tier members will get to vote on who or what Ocellus transforms into. 3rd tier members will vote on what she (or he) will be wearing, and 1st and 2nd tier members will vote on what she will have to do.

Just to make things super clear, even though specific tiers can only vote for specific points, ANYONE can make suggestions for ANY category, and they will all be listed as options. No reason why you can't coax people of other tiers to give your ideas consideration.
