That was not good or bad, but last time they made many people mad in Russia. They have equated hentai to child pornography, blocked all torrents, blocked pornohub, and blocked many groups with adult arts in "vkontakte" (russian social media). no, it's so local joke, that for foreigners it has no sense, I think. There's a russian reviewer Akr and his fans draw many fanart to him, comics and fanfics about his alter-ego, draw rule 63 etc. So this girl is Akr-girl, rule 63 to his alter-ego (drawn by one of his fan), and dark person is his Conscience from early reviews.

Whoo. The police brutality bit, with the guys smiling while beating the defenseless pedestrian on the ground is dark, and sad. But america has similar issues. Its so much worse with just the passive way in which the female leader just causally insights heavy handed violence. Same shit goes on here in USA!
