The Washington DC Surrender Dorothy graffiti thing, I believe started due to the Mormon Temple in Kensington just outside DC resembled the emerald city and the graffiti started popping up to make fun of the ostentatiousness of the architecture. I grew up in Bowie MD not too far from there and when we drove near it on the beltway we'd see Surrender Dorothy spray painted nearby and we always thought it was hilarious as kids.
