I saw the second rule, but discarded it because it didn't work on 4s.
I had a valid (and in my opinion simpler) second rule, so now I don't feel so bad about being unable to solve it. My second rule was simply that there must be more even numbers than odd numbers in the grid. The examples marked correct all comply with this rule, while the ones marked incorrect don't. I even thought that the fact that one of the correct examples consists entirely of even numbers was a hint to this rule.
