Well. He is evil. He has potential to be good. But his fun is at the expense of all around him. He doesn't have malicious intent. But he knows what he's doing torments the ponies of equetria, he simply doesn't care because he finds it funny. He finds joy in watching them struggle in the discordia. It is certainly an evil trait even if he isn't outright trying to hurt anyone.

Discord isn't a bad guy he just likes to have fun. sure he'll turn your house into a venus fly trap and you into a fly but its all in fun and not evil. he is the god of chaos so yeah think of loki and you got a good idea of how he can be but not as evil.
