She is also holding the fly ball which makes her gravity neutral. Even though she is actively countering the buoyancy of the shield sphere she isn't moving thus the hair can "flow" out like that.

Well, this wasn't just losing her mask, it was effectively being dropped in the water with a net on top of her while knocking her mask off. And it's only been a few seconds; Maxima is responding to the problem, not waiting to see if Sydney can save herself.

Could have been worse. If the bubble had collapsed without Sydney there to break the uniformity of the bubble, we might have had some Rayleigh–Plesset-like bubble motion, which considering the size of it might actually be enough to do some ear damage! Bubbles of air can do strange things underwater.
