Mmm, this may actually expose a weakness in ARCHON, no one else apart from Sydney and Achiles (?) have power sets that alow them to operate unaided in deep water, in short they need an Aquaman equivalent to join the team.

She most likely can, but not only does she still need to breathe, going alone is likely against regs. Also having an unlimited supply of clean air in an impregnable bubble is an advantage you don't want to lose.
