We can't be sure it's global genocide. It's possible that only the ones in this area was wiped out. Well, not just this area. They likely hit a number of other spots, but look long enough and you might be able to find someone.

It might have been the the Xevoarchy especially if they got word of what the Alari plans that said the ominous glow suggest a possible Altair IV scenario that or an unrelated threat akin to the replicators or flood.
