Considering this is Still a super-hero universe more than likely those bullies all became villains for Cora to face and eventually disarm (litterally, more than likely, given what she does to random muggers) and deal with in some way or another. Others got rescued when in distress and so on... We know Karma is alive and well in this universe after all.
