Maxima is just angry she didn't think of it first. Considering that her job is essentially herding super-powered cats (I don't care if they're a quasi-military organization, super powers and authority rarely mix) the option to give out superficially meaningless yet instantly recognizable kudos would be an amazing help to someone in her position.
