Ooor Galytn is a *really* small country, super are still pretty rare, and he just imported a truckload to serve as his personal security. He didn't actually say that they were native to the place.

Even hinting that he has a way of making supers seems like asking for trouble. If he has a way of artificially producing super powers, even if it works like a lottery, others would want that secret.
